Censure vs. Propaganda


I just read one article written by A. Babtjenko, a Russian journalist, writer and ex soldier at Tjetjenien’s front. According to him the war changed his point of view on life and the whole world in general. I’d rather say “opened his eyes”, it sounds more realistic. As a journalist, of course, he writs about the freedom of speech in today’s Russia (which we all know it sucks) and comparing it with Stalin’s SSSR saying that its just about the same(so much we didn’t know).
Mr Putin, more or less, has given order to all Media institutions to enforce toughened censure on all articles and of course Radio & TV. That means, according to A. Babtjenko, that censure “eats up” a 70% of actual article or just simple modify it so it fits the government officials in today’s Russia. The radio & TV personal “has it easier”; to skip the censuring which would save their precious time the officials just simply give them the whole new text to read it.
Several journalists has been “put away” (killed, mental institutions and etc.) by government, just as the rest of the world has no idea what’s going on.
Before I continue, you’ve got to know that I condemn the Russian’s and any other government for taking the act of action similarly Putin’s.

Now, what makes me slightly confuse is the resemblance between “censure” and “propaganda”.
From “Wikipedia”:
Censure is a process by which a formal reprimand is issued to an individual by an authoritative body.
Propaganda is a concerted set of messages aimed at influencing the opinions or behavior of large numbers of people.

You can call me dumb ass or what ever, but to me uses of these words have a same purpose. Not actual meaning but purpose.

While Russia’s government openly approve censorships on just about all Media channels, the “west” is doing the “democratic” way; “write whatever you please but if it’s gonna be printed, well we’ll see”. Another word there is no need for censuring, isn’t it? Isn’t that just as same as in Russia?
If we go back in time, during “cold war” wasn’t it like this:
The East, promoting (propaganda) the communist way of life stops (censure) any influential possibility of capitalism’s growth.
The West, promoting (propaganda) the capitalist way of life stops (censure) any influential possibility of communism’s growth.
The difference was or still is that in the west journalists don’t disappear, hm... as far as we know.

Still it is kind of greenish ... it might be propaganda.
